A West Volusia man was arrested Monday on accusations he repeatedly raped two small children including one he started molesting at 1 year old. Deputies raided the Hot Spot Internet cafe on Tuesday near Ormond Beach, seizing bundles of cash and pulling the plug on video game machines in what investigators called an illegal gambling operation.
