永安村之前身為水底寮，採日治時代水底寮之名，民國五十四年時，村長林新添認為不雅，而另以吉祥語「永安」為村立名。永安村於日治明治三十八年(1905)屬小格頭區之部份小格頭庄。下轄：直潭、塗潭、水底寮、小金瓜寮、十三股、柑腳坑、獅仔頭坑。 明治四十二年(1909)仍屬小格頭區之部份小格頭庄，大正九年(1920)屬石碇庄之部份小格頭庄；光復後，於民國三十五年改為水底村，民國五十四年改名永安村；民國八十七年碧山村廢村，全村併入永安村第二鄰，迄今永安村扔轄有直潭、塗潭、水底寮、小金瓜寮、十三股、柑腳坑、獅仔頭坑及原碧山村所轄有：乾溝、天車、石硿子、後坑子、湳子、九芎林、火燒樟、輸溝、半天寮。 塗潭：道光時，泉州人張義、林曰、林盛等開闢，潭水多泥沙溷濁，故名。
